How to properly manage quotas

At present, CloudOS does not support project quotas; only organization quotas and account quotas are available. To manage quotas properly, you need to follow the principle of "Organization quotas as the primary, account quotas as the secondary, and projects for grouping". 

Organization Quota: Administrators (enterprise administrators/cloud administrators) can set a total quota for each organization under Enterprise Center > Organization Management. This quota defines the upper limit of resources available to all sub-accounts under the organization. 

Account Quota: Administrators can set an independent quota for each sub-account (specific user) under an organization. The quota of a sub-account cannot exceed the total quota of its parent organization. 

Function of Projects: A project is a grouping tag for resources, used for resource isolation and authorization (e.g., restricting IAM users to access only resources within a specific project), but projects themselves have no quota limits.
