Why does the platform-layer disaster recovery of CloudOS 7.0 refer to UCO disaster recovery?

1. UCO serves as the brain of operation and maintenance, and only the brain needs to run across Regions. UCA and UCS are components deployed locally within each Region/AZ. Their reliability is ensured through cluster mode, enabling them to withstand node-level or AZ-level failures.
